RMKS/1. A VITAL PART OF DEVELOPING OUR TOTAL FORCE STRATEGY AND
MAINTAINING COMBAT READINESS IS TO PROVIDE APPROPRIATE INCENTIVES
TO RETAIN SKILLED PERSONNEL FOR CRITICAL SURFACE WARFARE ENTERPRISE
BILLETS. THE SURFACE WARFARE OFFICER (SWO) CRITICAL SKILLS RETENTION
BONUS (CSRB) PROGRAM PROVIDES SELECTED BONUSES AT INTEGRAL
DECISION POINTS ALONG THE SURFACE CAREER PATH FOR DEPARTMENT HEAD
THROUGH SENIOR COMMAND LEVEL BILLETS.
2. DUE TO OUR POSITIVE CURRENT RETENTION LEVELS, THE CSRB PROGRAM
FOR ACTIVE COMPONENT (AC) AND FULL TIME SUPPORT (FTS) WILL ADHERE TO
REFS A THROUGH C WITH THE FOLLOWING ADJUSTMENTS:
A. JUNIOR SWO CSRB IS 25,000 DOLLARS AND REMAINS UNCHANGED.
B. SWOCS IS 46,000 DOLLARS FOR A THREE-YEAR OBLIGATION. NO
SINGLE-YEAR CONTRACTS WILL BE OFFERED. THOSE OFFICERS CURRENTLY
UNDER A SINGLE-YEAR CONTRACT WILL NOT BE ELIGIBLE FOR FURTHER SWOCS
PAYMENTS BEYOND THE EXISTING CONTRACT EXPIRATION. THE CSRB MAY NOT
BE PAID TO A MEMBER WHO HAS COMPLETED 25 YEARS OR MORE OF ACTIVE
SERVICE OR WHO WILL COMPLETE 25 YEARS OF ACTIVE DUTY BEFORE THE END OF
THE PERIOD FOR WHICH THE CSRB IS BEING OFFERED. PRIOR ENLISTED
OFFICERS WHO FALL UNDER THIS RESTRICTION ARE ELIGIBLE TO OBLIGATE FOR
THEIR QUALIFYING YEARS.
C. SENIOR SWO CSRB FOR O-5 QUALIFYING BILLETS IS REDUCED FROM
15,000 DOLLARS/YR TO 12,000 DOLLARS/YR FOR DURATION OF AGREEMENT.
D. SENIOR SWO CSRB FOR O-6 QUALIFYING BILLETS IS REDUCED FROM
20,000 DOLLARS/YR TO 10,000 DOLLARS/YR FOR DURATION OF AGREEMENT.
3. ALL PREVIOUSLY ESTABLISHED PAYMENT SCHEDULES REMAIN IN EFFECT
WITH THE FOLLOWING CHANGES:
A. ELIGIBLE O-4, UPON ACCEPTING A THREE-YEAR OBLIGATION,
WILL RECEIVE AN INITIAL AMOUNT OF 22,000 DOLLARS AT THEIR SECOND
ANNIVERSARY OF PROMOTION AND 12,000 DOLLARS ON THE THIRD AND
FOURTH ANNIVERSARY OF THEIR DATE OF RANK, WHILE QUALIFIED.
SINGLE-YEAR AGREEMENTS WILL NO LONGER BE OFFERED. PRIOR ENLISTED
O-4'S WHO WILL REACH THE 25 YEARS OF SERVICE RESTRICTION WITHIN THE
THREE-YEAR OBLIGATION PERIOD, MAY OBLIGATE SERVICE FOR THEIR
QUALIFYING YEARS AND WILL RECEIVE AN INITIAL AMOUNT OF 22,000 DOLLARS
AT THEIR SECOND ANNIVERSARY OF PROMOTION AND MAY RECEIVE A THIRD
ANNIVERSARY AMOUNT OF 12,000 DOLLARS IF ELIGIBLE. NO OFFICER IS
ELIGIBLE TO OBLIGATE INTO OR BE PAID PAST THEIR 25TH YEAR OF SERVICE.
B. ELIGIBLE SENIOR SWOS ACCEPTING A QUALIFIED BILLET WILL BE
ELIGIBLE FROM THEIR DATE OF REPORT FOR A LUMP SUM PAYMENT EQUAL TO
12 MONTHLY PAYMENTS TOTALING 12,000 DOLLARS FOR O-5 AND 10,000
DOLLARS FOR O-6 LEVEL BILLETS. AS OF THE FIRST ANNIVERSARY, THE
REMAINING BONUS PAYMENTS WILL BE MADE MONTHLY FOR THE DURATION OF
THE BILLET ASSIGNMENT, WHILE QUALIFIED.
4. ALL CHANGES TO THE CSRB PROGRAM ARE EFFECTIVE AS OF THE
RELEASE OF THIS NAVADMIN AND APPLICATIONS RECEIVED AFTER THIS
DATE WILL BE PROCESSED IAW THIS NAVADMIN. APPLICATIONS FOR OFFICERS
WHO HAVE REPORTED TO AN APPROVED BILLET PRIOR TO THE RELEASE OF THIS
NAVADMIN ARE UNAFFECTED BY THESE CHANGES.
5. SWOCP IS NOT A CSRB AND REMAINS UNAFFECTED BY THIS NAVADMIN.
6. IN ADDITION TO THE BONUS ADJUSTMENTS SPECIFIED IN THIS NAVADMIN,
WE WILL REVIEW THE POTENTIAL FOR TYING SENIOR SWO CSRB TO YEARS OF
COMMISSIONED SERVICE VICE INDIVIDUAL BILLETS. FURTHER ADJUSTMENTS
TO THE PROGRAM WILL BE ANNOUNCED IN A FUTURE NAVADMIN.

TIERED ACCESSION BONUS USED AS A RECRUITING INCENTIVE TO ATTRACT
QUALIFIED APPLICANTS TO JOIN THE NAVY NURSE CORPS. IT IS AVAILABLE TO
NEWLY APPOINTED DIRECT ACCESSION NURSE CORPS OFFICERS REPORTING TO
ACTIVE DUTY. ACCESSION BONUS AUTHORIZED IS $20,000 FOR A THREE-YEAR
ACTIVE DUTY OBLIGATION (ADO) AND $30,000 FOR A FOUR-YEAR ADO.
2. THIS ACCESSION BONUS ENHANCES NAVY'S ABILITY TO SIZE, SHAPE, AND
STABILIZE THE FORCE WHILE RESPONSIBLY OPTIMIZING USE OF FISCAL
RESOURCES IN TIME OF WAR. DOING SO GIVES NAVY THE ABILITY TO RECRUIT
THE RIGHT MIX OF SKILLED AND MOTIVATED OFFICERS WHO ARE CRUCIAL TO OUR
MISSION SUCCESS TODAY AND READINESS TOMORROW.
3. ELIGIBILITY REQUIREMENTS. THE INDIVIDUAL MUST:
A. BE A GRADUATE OF A SCHOOL OF NURSING ACCREDITED BY THE NATIONAL
LEAGUE FOR NURSING ACCREDITING COMMISSION (NLNAC) OR THE COMMISSION ON
COLLEGIATE NURSING EDUCATION (CCNE) THAT CONFERRED A BACCALAUREATE OR
ADVANCED NURSING DEGREE.
B. OBTAIN AND MAINTAIN A LICENSE AS A REGISTERED NURSE.
C. BE QUALIFIED TO HOLD AN APPOINTMENT AS A COMMISSIONED OFFICER.
D. EXECUTE A WRITTEN AGREEMENT TO ACCEPT A COMMISSION AS AN
OFFICER OF THE NURSE CORPS OF THE NAVY AND TO SERVE ON ACTIVE DUTY FOR
A PERIOD OF NOT LESS THAN THREE YEARS FOR THE $20,000 ACCESSION BONUS,
AND NOT LESS THAN FOUR YEARS FOR THE $30,000 ACCESSION BONUS.
E. NOT HAVE RECEIVED FINANCIAL ASSISTANCE FROM THE DEPARTMENT OF
DEFENSE WHILE PURSUING A BACCALAUREATE DEGREE IN NURSING. THIS
INCLUDES THE ARMED FORCES HEALTH PROFESSIONS SCHOLARSHIP PROGRAM
(HPSP) AND FINANCIAL ASSISTANCE PROGRAM (FAP).
F. NOT HAVE SERVED AS A FORMER NURSE OFFICER, ACTIVE OR RESERVE,
IN ANY OF THE UNIFORMED SERVICES IN THE LAST TWO YEARS, OR WHO HAS NOT
HELD A NURSE CORPS APPOINTMENT IN AT LEAST TWO YEARS AND IS OTHERWISE
ELIGIBLE.
G. HAVE BEEN DISCHARGED FROM THE NURSE CORPS OF ANY UNIFORMED
SERVICE AT LEAST TWO YEARS PRIOR TO EXECUTION OF THE WRITTEN AGREEMENT
TO RECEIVE THE ACCESSION BONUS.
4. ELIGIBLE INDIVIDUALS WHO SIGNED A WRITTEN AGREEMENT ON OR AFTER
1 OCTOBER 2009 TO SERVE ON ACTIVE DUTY IN EXCHANGE FOR THE BONUS ARE
AUTHORIZED TO RECEIVE PAYMENT UPON ACCEPTANCE OF THE AGREEMENT BY THE
SECRETARY OF THE NAVY.
