RMKS/1. THIS NAVADMIN PROVIDES AN OVERVIEW OF PERFORMANCE EVALUATION

AND ADVANCEMENT POLICY CHANGES THAT BECOME EFFECTIVE 1 AUGUST 2010.

THESE CHANGES ARE A RESULT OF FEEDBACK FROM SELECTION BOARDS AND

INDIVIDUAL AUGMENTATION MANPOWER MANAGEMENT ASSIGNMENT/GLOBAL SUPPORT

ASSIGNMENT (IAMM/GSA) PARTICIPANTS. SPECIFIC CHANGES WILL INCLUDE:

A. REGULAR REPORTING SENIORS WILL IDENTIFY THOSE

SAILORS/OFFICERS PERFORMING AN IAMM/GSA ASSIGNMENT BY CLASSIFICATION

IN A NEW BILLET SUBCATEGORY CODE. THIS BILLET SUBCATEGORY IS BEING

ADDED TO ENSURE IAMM/GSA SAILORS ARE RECOGNIZED FOR THEIR SERVICE

AWAY FROM THEIR PARENT COMMAND AND REMAIN COMPETITIVE WITH THEIR

COUNTERPARTS WHO ARE PRESENT AT AND EVALUATED BY THEIR PARENT

COMMAND.

B. BOTH CONCURRENT IAMM/GSA AND REGULAR EVALUATIONS WILL BE

USED TO DETERMINE PERFORMANCE MARK AVERAGES (PMA) AND TIME IN RATE

(TIR) WAIVERS. THIS ENSURES OUTSTANDING PERFORMANCE WHILE ON

IAMM/GSA IS PROPERLY REWARDED.

C. REPORTING SENIORS WILL DOCUMENT ALL OFFICIAL PHYSICAL

FITNESS ASSESSMENTS (PFAS) CONDUCTED DURING A REPORTING PERIOD USING

NEW PFA CODES ON FITREPS/EVALS (BLOCK 20). THIS CHANGE REINFORCES

THE REQUIREMENT THAT COMMANDS MUST MAINTAIN ACCURATE DATA IN PHYSICAL

READINESS INFORMATION MAINTENANCE SYSTEM (PRIMS) AND PROVIDES

SELECTION BOARDS WITH ACCURATE INFORMATION CONCERNING A MEMBER'S PFA

PERFORMANCE DURING THAT REPORTING PERIOD.

2. THESE CHANGES WILL BE EFFECTIVE FOR ALL PERFORMANCE REPORTS WITH

AN END DATE OF 1 AUGUST 2010 OR LATER. THIS ALLOWS FOR RECERTIFICATION

OF OUR

FITREP/EVAL SOFTWARE, MAINTAINS OUR FY10 STATUTORY BOARD SCHEDULE AND

MINIMIZES IMPACT TO OUR SAILORS AND THE ADVANCEMENT PROCESS. BUSINESS

RULES WILL BE DETAILED

IN SUBSEQUENT NAVADMINS, PER THE FOLLOWING SCHEDULE:

15 MAY 2010 - PFA DOCUMENTATION

15 JUNE 2010 - IAMM/GSA CHANGES

15 JULY 2010 - NAVFIT98 ADDITIONAL DOCUMENTATION CHANGES

BUPERSINST 1610.10C WILL BE PROMULGATED IN JULY 2010, AND WILL BECOME

EFFECTIVE 1 AUGUST 2010.

RMKS/1. THIS NAVADMIN IS TO ANNOUNCE THE SCHEDULE FOR ADVANCEMENT

EXAMINATION DEVELOPMENT CONFERENCES (AEDC) FROM APRIL TO SEPTEMBER

2010. THE CONFERENCES ARE HELD AT NAVAL EDUCATION AND TRAINING

PROFESSIONAL DEVELOPMENT AND TECHNOLOGY CENTER (NETPDTC) ONBOARD

SAUFLEY FIELD, PENSACOLA, FL.

2. ACTIVE DUTY CHIEFS (E-7 TO E-9) ARE REQUESTED TO VOLUNTEER FOR

THE AEDC AND SERVE AS SUBJECT MATTER EXPERTS IN THEIR RESPECTIVE

RATINGS. THESE CONFERENCES ARE DESIGNED TO USE TEMPORARY ADDITIONAL

DUTY (TAD) SUBJECT MATTER EXPERTS, PROVIDED BY FLEET AND SHORE-BASED

COMMANDS, TO REVIEW AND DEVELOP RATING ADVANCEMENT EXAMINATIONS.

EVERY CHIEF SHOULD VIEW THIS SOLICITATION AS AN OPPORTUNITY TO

CONTRIBUTE TO THE DEVELOPMENT OF OUR 21ST CENTURY LEADERS.

NOMINATIONS MUST BE ROUTED THROUGH, AND ENDORSED BY, THE COMMANDING

OFFICER/OFFICER IN CHARGE AND COMMAND MASTER CHIEF/SENIOR

CHIEF/CHIEF OF THE BOAT FOR SUBMISSION TO NETPDTC POINT OF CONTACT.

4. CAREFUL CONSIDERATION SHOULD BE GIVEN TO THE AVAILABILITY OF A

NOMINEE TO SERVE ON AN AEDC. THIS INCLUDES DEPLOYMENT SCHEDULES

AND UPCOMING TEMDU/PCS. COMMANDING OFFICERS AND CHIEFS MUST

UNDERSTAND THAT, ONCE SELECTED, CONFERENCE DUTY IS NOT OPTIONAL.

MEMBERS WILL NOT BE EXCUSED EXCEPT IN THE MOST EXTREME CASES.

5. AEDC MEMBERSHIP NOMINEES SHOULD:

A. NOT HAVE ANY RELATIVES, WHETHER BY BLOOD OR MARRIAGE,

ELIGIBLE FOR ADVANCEMENT IN THE RATING FOR WHICH THEY ARE APPLYING.

B. HAVE RECEIVED AT LEAST A MUST PROMOTE RECOMMENDATION ON

THEIR LATEST EVALUATION, AND HAVE NO ADVERSE EVALUATION AS A CHIEF

IN THE LAST THREE YEARS.

C. BE WITHIN NAVY BODY COMPOSITION STANDARDS AND HAVE PASSED

THE MOST RECENT PHYSICAL FITNESS ASSESSMENT.

D. NOT HAVE A FLEET RESERVE, RETIREMENT, OR HIGH YEAR TENURE

DATE WITHIN ONE YEAR OF THE AEDC ADJOURNING. WAIVER MAY BE OBTAINED

FOR RATINGS WITH SMALL POPULATIONS.

E. NOT HAVE ANY FINANCIAL PROBLEMS.

F. HAVE AN ACTIVE SECURITY CLEARANCE, IF REQUIRED BY RATING.

G. BE A WELL-ROUNDED CHIEF (DIFFERENT PLATFORMS AND NECS).

6. NETPDTC POINT OF CONTACT WILL COORDINATE WITH RESPECTIVE RATING

LEARNING CENTERS AND COMMUNITY MANAGERS TO SELECT THE BEST NOMINEES.

SELECTIONS WILL BE MADE 45 DAYS PRIOR TO EACH CONFERENCE AND

SELECTEE WILL BE NOTIFIED BY NETPDTC POINT OF CONTACT VIA E-MAIL.
